That Council prepare and lodge a submission through the SA Planning Portal in relation to Development Application 24007713 at 129 Williss Drive, Normanville requesting adequate consideration and resolution of at least, the following matters through the planning assessment and decision-making process by the Fleurieu Regional Assessment Panel (FRAP); Stormwater management; Traffic, safety of access/ egress, on site manoeuvrability and road/ driveway layout; Connectivity to heritage listed sand dunes and beach and to Normanville township; Clarification around validity of 'Right of Way' and any other easements; Internal layout of Residential Park to cater for all users and visitors (walkability, traffic calming, gopher and walker friendly layout); Presentation to Williss Drive; Setbacks from site boundaries and interface with neighbouring uses; Landscaping; Impact on Heritage listed property; Waste Management; Wastewater management, system capacity and connectivity; Environmental impact

That Council receives the 2 Hobart Road corner Williss Drive Normanville - Community Land Status Revocation Report. That Council determines the land at 2 Hobart Road corner Williss Drive Normanville is surplus to its requirements. That Council resolves to commence the Community Land revocation process with a report under Section 194 of the Local Government Act 1999 to be presented to Council at a future meeting.

That Council receives the Chief Executive Officer Key Performance Indicators Summary 2024-2025 and Setting For 2025-2026 Report. That Council acknowledges the achievements of the CEO in relation to the 2024/25 KPI's as provided in Attachment A of this report and as presented to the Chief Executive Officer Performance and Remuneration Review Committee at their meeting held 17 July 2025. That Council adopt the following KPI's for 2025/26 as recommended by the Chief Executive Officer Performance and Remuneration Review Committee (CEO25011) at their meeting held 17 July 2025; KPI 1 - Ongoing delivery of Strategic Finance Workshops with Elected Members to deliver a 3 year financial plan in a user-friendly format to strengthen long-term financial sustainability. KPI 2 - Undertake targeted discussions with Elected Members to work through the detail of the updated Asset Management Plans with consideration given to service standards. KPI 3 - Develop, Implement & Deliver a Service Review during 2025/26 to further assist with financial sustainability. KPI 4 – Develop, Implement & Deliver a Rate Review during 2025/26 in time for implementation in the next budget (26/27). KPI 5 - Implement Strategic Plan Progress Reporting on a 6 monthly basis. KPI 6 – Review and Improve the Performance Development Conversation process across the organisation.
Pursuant to section 90(2) and 90(3)(a) and (e) of the Local Government Act 1999 (the Act) the Council orders that members of the public be excluded from attendance at that part of the meeting relating to Agenda Item 7.1 – Chief Executive Officer 2024-2025 Performance Review Survey Outcomes / Analysis, Remuneration and Contract Update, except the following persons – Nathan Cunningham – Chief Executive Officer; Rebecca Hunt – McArthur Management (Independent HR Consultant); Michyla Lewis – Minute Taker (Governance and Policy Officer). That the Council is satisfied that, pursuant to section 90(3)(a) & (e) of the Act, the information to be received, discussed or considered in relation to this Agenda Item 7.1 is information that the disclosure of which would involve the unreasonable disclosure of information concerning the personal affairs of the Chief Executive Officer, in that details of personal circumstances and performance will be discussed, which are sensitive and are opinion based or observations and are details known to those who are privy to the information. Accordingly, the Council is satisfied that the principle for the meeting to be conducted in a place open to the public has been outweighed by the need to keep the information or matter confidential.
Motion called by Cr Quirke after Cr Polomka left the meeting, resulting in 4 votes for and 3 against, declared CARRIED.
That in line with the recommendation of the Committee (Resolution CEO25017), in acknowledgement of the performance, achievements and commitment of the CEO and with consideration of the input from the Qualified Independent Person to the Committee, an adjustment to the CEO Salary Package of 2.85% 1% is made, noting that this shift continues to meet the Council's obligations related to the Remuneration Tribunal Determination. That in line with the recommendation of the Committee (Resolution CEO25017), in acknowledgement of the performance, achievements and commitment of the CEO, and with consideration of the input from the Qualified Independent Person to the Committee, an adjustment to the CEO Employment Contract Term of 18 12 months beyond the current end date is made.
That having considered Agenda Item 7.1 – Chief Executive Officer 2024-2025 Performance Review Survey Outcomes / Analysis, Remuneration and Contract Update in confidence under Sections 90(2) and Sections 90(3)(a) (e) of the Local Government Act 1999, the Council, under the provisions of sections 91(7) and (9) of the Local Government Act 1999 orders that the agenda report and related attachments relative to Agenda Item 7.1 be kept confidential until further order of Council. That, pursuant to section 91(9)(a) of the Local Government Act 1999, Council delegates the duty to conduct an annual review of the confidentiality order to the Chief Executive Officer, or their sub-delegate. That, pursuant to section 91(9)(c) of the Local Government Act 1999, Council delegates the power to revoke the confidentiality order, in part or in whole, to the Chief Executive Officer, or their sub-delegate. That the public be readmitted to the meeting.

That Council modify its Elected Members' Allowances and Benefits Policy to include the legislated provision to allow any Council Elected Member to decline to receive all or part of their allowance, or use of Council facilities or support.
1. That Council receive the Fleurieu Regional Waste Authority (FRWA) Loan Application for Equipment Replacement Report. 2. That Council approve the Fleurieu Regional Waste Authority (FRWA) Executive Officer or his delegate to apply for a variable loan of $523,000 with the Local Government Finance Authority for a maximum of a 2-year period, for the purchase of a prime-mover and hook lift trailer in the 2024/25 financial year as replacement of equipment damaged in an accident.
1. That the Council receive the Council Banking Service Provider Report in response to Resolution C24227. 2. That Council requests a Request for Quotation process be undertaken in accordance with Council's adopted Procurement Policy to assess and recommend a banking service provider that meets the required criteria. 3. That Council request the CEO to supply Council with Quotes from the Major Banks and Bendigo Bank for Day to Day Banking for Council to make a decision on for Council preferred provider / providers and be brought back to Council once all quotes received.
1. That Council receive the Our DCY: VISION 2030 | Phase 3 Consultation Results Report. 2. That Council receive the Our DCY: VISION 2030 Phase 3 Community Consultation Results as set out in Attachments A and B to this report. 3. That Council notes the results of the Community Consultation program. 4. That Council acknowledge that staff will now progress in preparing the final amendments to the Plan (which shall include, but not be limited to, the significant reference in the Our DCY: VISION 2030 Phase 3 Community Consultation Results to debt reduction) before presenting the final DCY VISION 2030: Strategic Community Plan to Council, most likely at its March 2025 Ordinary Meeting.
1. That Council receives the Land Management Agreement Waiver - 5A View Court, Carrickalinga report. 2. That the Council, as a party to the Land Management Agreement Dealing Number 8974038, agrees to waive: • Clause 2.1.1, so as to enable the total height of any cut to exceed 1.5 metres from the new benched level of the natural ground level at the top of the cut; and • Clause 2.2, so as to enable a dwelling greater than one storey and 5 metres in height to be constructed on allotment 50.
That Council request Administration provide a report on the suitability and process required to amend Hewett Crescent, Myponga Beach to one-way access and/or with a lowered speed limit, considered to be 'walking pace'.
That the minutes of the Ordinary Council Meeting held on 16 December 2025 as circulated to Councillors be confirmed as an accurate record of the proceedings of those meetings.
That Council: 1. Schedules a review of Council’s Township Reserves (Class 1-5) outlined within the 2019 Community Land Management Plan, 2. Review and consider potential amendments to service levels (particularly in relation to irrigation) in the Reserve Maintenance Standards document with respect to Council’s Township Reserves (Class 1-5), and 3. Endorses community consultation as part of this review process acknowledging that community feedback will form a key component of any review of service standards affecting the district.
Proposed Agreement for the Community-Led Construction of a Dog Park in Bungala Reserve
That Agenda Item 14.5 Rates Review – For Consultation be adjourned to allow for further discussion of the Rates Review Report (Attachment A to the Agenda Item) at the 2 December 2025 Elected Member Information & Briefing Session, with the Agenda Item to return to the 16 December 2025 Ordinary Council Meeting for consideration and decision.
That the Rates Review - for Consultation report be received. That the Review of the Basis of Rating Consultation Paper provided by UHY Haines Norton accurately captures the discussions that took place at the 2 Rating Review workshops attended by Elected Members. That the proposed changes on which to consult include the following: Increase the Differential for Vacant Land to 200% compared to the Rate in the Dollar (RID) for Residential properties. Increase the Differential for Commercial Other and Industry Other properties to 135% compared to the RID for Residential properties. Introduce a Waste Charge to cover the costs of collection and treatment of waste. The costs for waste (approximately $1.2 million) would be removed from the total rates required and charged separately. Introduce the application of a Fixed charge of $200 per rateable property, to replace the Minimum rates charge. That the Rates Review – For Consultation report be updated by the consultant to align with the revised positions outlined in Recommendation 3.1 to 3.4 and based on those changes it is endorsed for public consultation as per the Community Engagement Plan, subject to any further minor administrative amendments, with the consultation period to be held over the period Thursday 27 November 2025 to Tuesday 17 February 2026.

That Council receives the Proposed Agreement for the Community-Led Construction of a Dog Park in Bungala Reserve report. That Council supports the direction and detail provided in the draft agreement between Council and the Yankalilla Districts Residents Association (Friends of Normanville / Yankalilla Dog Park Committee) and authorises the Chief Executive Officer to continue to work with the Committee on any minor final amendments (if necessary) to execute the agreement with confirmation that minor ongoing costs such as maintenance, insurance, and administrative support sit with the Council as part of normal obligations for facilities on Council land. That Council commend the Friends of Normanville / Yankalilla Dog Park Committee for the hard work, commitment and funds generated in preparation to deliver a Dog Park for Yankalilla/ Normanville. That Council authorises the Chief Executive Officer (or appropriate delegate) to undertake minor administrative amendments to the agreement, including updating the correct legal names of the parties, and proceed to execute the agreement on behalf of Council.

Adoption of the 2025-26 Annual Business Plan & Budget, Long-Term Financial Plan 2025-35 and Summary Asset Management Plan Report, incorporating proposed changes and considering specific matters, including rates, valuations, and fees.
1. That Council prioritise a Rating Review in the 2025-2026 financial year to examine and recommend changes that improve the equity of ratepayer contributions to Council services, in accordance with Section 150 (Principles of Taxation) and Section 153 (Basis of Rating) of the Local Government Act 1999 (SA). 2. That Council requests a cost estimate for the Rating Review to be presented at the 15 April 2025 Ordinary Council Meeting for possible inclusion in the 2025-2026 Annual Business Plan and Budget. 3. That components of the Rate Review should include at a minimum: a) Analysis of variations to the current differential rating structure under Section 156 of the Local Government Act 1999 (SA). b) Evaluation of a fixed charge model versus the current minimum rate model, assessing impacts on equity across land use categories (Section 152 of the Local Government Act 1999 (SA)). c) An assessment of how the rating system aligns with the principles of equity, efficiency, and simplicity in taxation. 4. That all components of the rating review process, including briefing sessions to inform Elected Members of the process, the report production, community consultation, consideration of the summary report of the community consultation results and Council decision on any changes at an ordinary or special Council meeting are completed by March 2026, in time for any changes to be in place for the 2026-2027 budget.
1. That Council receives the March 2025 Policy Reviews report. 2. That Council notes the updated workplan for the Policy Review Project. 3. That Council acknowledges the recommendations to Council for adoption from the Audit & Risk Committee for: a. Annual Business Plan and Budget Policy V1.4 (A25014) b. Treasury Management Policy V4.1 (A25015) 4. That Council adopts the Annual Business Plan and Budget Policy V1.4, as set out in Attachment B, subject to any further minor administrative amendments. 5. That Council adopts the Treasury Management Policy V4.1, as set out in Attachment D, subject to any further minor administrative amendments.
1. That Council prioritise the option to provide an additional discretionary rate rebate of 5% for the 2025-2026 financial year through the preparation of the Annual Business Plan and Budget. 2. If adopted for inclusion in the final Annual Business Plan and Budget, the discretionary rates rebate would be available by application to ratepayers who meet both of the following criteria: a. Primary production properties of 35 hectares or greater; and b. That are owner-occupied (as evidenced by electoral roll address or alternative method deemed administratively efficient by the CEO).
That the financial information for all costs and expenses for the 2025/2026 budget be fully broken down to individual items for clear transparent decision making.
1. That Council receives the Audit & Risk Committee Terms of Reference Review report. 2. That Council acknowledges the recommendation from the Audit & Risk Committee per Committee Resolution A25004 that Council adopt the proposed Draft Terms of Reference V1.3. 3. That Council adopt the Audit & Risk Committee Terms of Reference V1.3, as provided in Attachment A to this report, subject to any minor administrative amendments. 4. That Council recommends to the Audit & Risk Committee for the 2026 Annual Review of the Terms of Reference that they consider the following changes / additions under item 3. Membership: That if only one Council Member sits on the Committee, it is not necessary to be the Mayor. That appointment of the Elected Member(s) be for a term of two (2) years. The appointee(s) may be reappointed for another term which cannot exceed the term of Council. An Elected Member of Council shall not be a continuous member of the Committee for more than six (6) years. That Council may choose to appoint one proxy member for the Elected Member(s). In the event that the Elected Member(s) are unavailable, they may request the proxy member to attend a specific meeting on their behalf. Independent Members are to be paid a sitting fee as determined by Council for attendance at meetings and authorised training sessions. There are no associated sitting fees for Elected Members or Mayors appointed to the Audit and Risk Committee.
1. That Council requests that Administration provide a report to Council no later than the April 2025 Ordinary Council Meeting that provides the following: a) Confirms the current cost to residents of having kerbside waste collection service from mid-December to the end of January that includes: • Weekly collection of Co-mingled recycling • Weekly collection of Food Organics Green Organics (FOGO) in the current FOGO collection areas • Fortnightly collection of General waste (Note that the future ongoing costs to DCY residents for this service were estimated as a recurrent budget of $10,733 per year, as in the May 2022 Ordinary Council meeting agenda.) b) Reports on the cost to residents of the FRWA-employed additional staff and additional trucks required in the 2024/2025 six-week holiday period to collect public litter bins across the regions. c) Reports on the cost to residents in the 2024/2025 period if the mid-December to the end of January kerbside waste collection service included: • Fortnightly collection of Co-mingled recycling • Weekly collection of Food Organics Green Organics (FOGO) in the current FOGO collection areas • Weekly collection of General waste d) Reports on the cost to residents in the 2024/2025 period if the mid-December to the end of January kerbside waste collection service included: • Weekly collection of Co-mingled recycling • Weekly collection of Food Organics Green Organics (FOGO) in the current FOGO collection areas • Weekly collection of General waste
With regard to the concerns of safety, and concern of future net cost to Council ratepayers as the external funding has been exhausted to the level at which it is insufficient to redeploy the pontoon, that we delay the reinstallation of the pontoon until the CEO provides an updated Risk Management Plan to Council Members via email ahead of the reinstallation of the Pontoon.
1. That Council receives the Yankalilla Dog Park Proposal - Consideration of Development and Ongoing Responsibilities Report. 2. That Council notes the results from the public consultation received for the proposed Dog Park at Bungala Reserve, Normanville. 3. That Council authorises the Chief Executive Officer to commence discussions with Friends of Normanville/ Yankalilla Dog Park Committee on suitable agreement models and explore in more detail the likely responsibilities and project costings for the proposed dog park at Bungala Reserve, Normanville. 4. That the Administration works with its lawyers and/ or insurers to investigate suitable agreement models on how responsibility for these tasks on Council land can be transferred and that results of this review (and the discussions with Friends of Normanville/ Yankalilla Dog Park Committee) be reported back to Council for approval at a future date. 5. Any agreement model must include explicit statement(s)/sections that recognise that any and all costs related to the establishment and ongoing operations will not be at net cost to Council and must be borne by the committee responsible for the dog park.
1. That the Council authorise the Chief Executive Officer to source any and all documents in relation to the Transfer of land, which was formerly Community Land at 175 Main South Road, Yankalilla including but not limited to: Certificate/s of Title; Previous Council Agendas or Minutes; Heads of Agreement; Contract of Sale; Memorandum of Transfer; and Letters, emails and other relevant documents, digital or hard copy which can be sourced reasonably quickly. 2. That those documents be reviewed by the Chief Executive Officer at the earliest opportunity and that Elected Members be advised by email as soon as such review in completed of any issues noted or any enduring legal or equitable interest that Council may have in the land that is triggered by the current sale/transfer from ACH Group to Edenfield Family Care. Further, that this more detailed summary then returns to Council in the form of a detailed Council Report to the next available Ordinary Meeting of Council (not later than 21 January 2025) or at a Special Meeting of Council if called earlier. 3. That the Chief Executive Officer be encouraged to seek a legal review should this be considered necessary, nothing that this will be dependent on what is found in the various documents.
That subject to the achievement of a) or b) below, Council will then, if possible, accept the offer of $9,020 from the Yankalilla and Normanville Progress Association (YNPA) as generated by a community fundraiser to fund the repairs and anchor points of the Normanville Swimming Pontoon. Council authorises the Chief Executive Officer (or delegate) to commence negotiations at the earliest opportunity with any/ all potential interested parties with a view to; a) Securing the additional funding or sponsorship (of around $10,000) each year to cover costs associated with the repairs, installation, removal, depreciation, and ongoing maintenance for the life of the Swimming Pontoon noting that Risk Assessment and Safety Compliance matters to are remain the responsibility of Council and/or b) Subject to relevant legislations or other approvals, gift the Swimming Pontoon to the community or an interested party therefore allowing it to be managed outside of Council without being lost to the community and; c) Undertaking these discussions with a view to seeing the Swimming Pontoon return to the waters during the 2024-25 summer if possible.
That Council receives the Normanville Pontoon Offer of Community Funds for Repairs and Reinstatement Report; thanks the Yankalilla and Normanville Progress Association for their passion and drive in undertaking the fundraising, and in turn, thanks the community for their contribution to this asset; accepts the funds raised as offered through the letter received from the Yankalilla and Normanville Progress Association (Attachment A); authorises the undertaking of the appropriate repairs to have the installation of the pontoon in the waters north of the Normanville Jetty at the earliest opportunity within the Summer of 2024-2025; recognises an annual allocation sits in the operational budget to install and remove the pontoon from the water, and that the additional funding offered from the Yankalilla and Normanville Progress Association is sufficient to repair and therefore reinstall the Pontoon as confirmed through a recent updated quotation received; and that Administration and Councillors investigate all options to further fund the installation, removal, maintenance and engineering reports annually, with administration to report findings back to Council prior to 2025 budget discussions.
1. That Council Administration investigates the costs and ability to record all public Council meetings with the recordings stored for the public to access. 2. That the following information be brought to a future Elected Member Information & Briefing Session for discussion: Consideration of both full video or audio only posting of public meetings. Methods investigated should include YouTube posting, Facebook posting, or simple audio recording posting. Costs for any additional equipment required. Estimated cost for staff time to manage the recordings. Estimated IT capacity, storage space required and potential costs. Estimated cost of changes required to the Council's Website. That the CEO prepare and tables a report to November 2024 meeting of Council addressing the following questions: 1.1 With regard to the forecast rate increases of 4% above CPI for the next 4 years, advise the following for the past 10 years: a. Amount of Annual Inflation per year b. Amount of Sustainability or Additional Increases above CPI per year 1.2 With regard to the Asset Renewal amounts to cover repairs and maintenance of roads and other Council assets: a. In the past 10 years, what has been the budgeted amount each year for Asset Renewal and the actual Asset Renewal Ratio achieved? b. Given the LGA's recommendation of a minimum of 90% being reinvested in Asset Maintenance Renewal, can a dollar figure be put on the shortfall? 1.3 With regard to staff salary increases over the last 10 years, what has been the Enterprise Bargaining Agreement Salary Increases for both the Municipal Officers Award and the Local Government Employee Award. Additionally, were there any productivity increases that have resulted from the Enterprise Bargaining Agreements and if so, what were they?
That the CEO contacts the Grants Commission to request a visit to the Yankalilla District by Senior Executives to have an open discussion with Elected Members and Staff about the level of Grant Funding currently being offered to District Council of Yankalilla.

That the CEO ensures the $19,000 required to complete the necessary works in 2024-25 will not increase the overall 2024-25 budget operating deficit with relevant savings to be outlined through the Budget Review processes across the year.

That Council receives the Dog and Cat Registration Fees 2024-2025 Report. That Council retains the proposed Dog and Cat Registration Fees at the 2023/24 Financial Year level. That Council approves the waiver of 2023/24 Fees for New Dog and Cat Registrations received during the month of June 2024.
Draft 2024-25 Annual Business Plan and Budget and Long-Term Financial Plan for Consultation
1. That Council receives the BIG4 Normanville Jetty Holiday Park Community Land Management Plan Update and Consultation Report. 2. That Community Consultation be conducted in accordance with Council's Public Consultation Policy and s202(2) of the Local Government Act. 3. That a report be presented to Council following the completion of the community consultation for the revised Community Land Management Plan to table the consultation feedback for consideration.
1. That the report be received. 2. That Council Encourages the Dog Park Committee and thank them for their dedication to build a dog park in DCY. 3. That in line with the Dog Park Committee's request, the land for the dog park be under the care and control of DCY. 4. That Council ask the Dog Park Committee to present their recommendation to the September Council Forum.
That Council authorises the CEO to: 1. Obtain advice in writing from the Local Government Finance Authority (LGFA) CEO as to the ramifications for the District Council of Yankalilla if Council does not meet all Special Conditions placed on CAD 95 FOR $6,500,000 (settlement on 15 June 2023), including but not limited to, the requirement to achieve an operating surplus ratio greater than 0% prior to the end of the financial year ending 30 June 2026; 2. Pass such advice on to Elected Members via email or hard copy, by close of business Friday 6 June 2025.
That Council endorses a pre-budget commitment of $21,161 in the 2025/26 Budget, noting that an allocation has already been included in the draft budget.

That Council request the Chief Executive Officer (CEO) or delegate to prepare a report outlining the costs, benefits, and potential implications of introducing a green waste voucher scheme for residents who are currently ineligible for kerbside green waste collection. 3. That the report be presented to Council no later than the February 2025 Council meeting to inform further decision-making.
That (as varied): 1. That Council request that staff provide a presentation to Elected Members detailing the current processes and practices for footpath maintenance, including: The methods and criteria used for identifying footpath defects and prioritising rectification works. The types of maintenance and repair work typically undertaken and associated timeframes. An overview of the resources allocated to footpath maintenance, including staffing, equipment, and budget. Any opportunities for improvement or innovation in defect identification and maintenance practices. 2. That the presentation be scheduled for the February 2025 (or as soon as possible after this date) Elected Member Information and Briefing Session, with sufficient time allocated for questions and discussion.
1. That Council receive the Draft Realigned DCY VISION 2030 Strategic Community Plan Report. 2. That the results of the detailed community engagement program as outlined in Attachment B and C be noted. 3. That the Draft DCY VISION 2030 Strategic Community Plan (refer Attachment A) be endorsed for public consultation, which will be held from Wednesday, 20 November 2024 for a period of at least 21 days.
1. That the Fleurieu AG FEST 2025 report be received. 2. That Council rescinds its resolution C24231 from the meeting held on 15 October 2024. 3. That in place of that decision (C24231), Council hereby endorses the proposal from the Parawa Agricultural Bureau (Attachment A) recently received by Council and resolves to allocate $15,000 to deliver AgFest in 2025 with support from the Parawa Agricultural Bureau. 4. That in order to support AG FEST under a community empowerment model, the Council expresses its intention to commit future funding for AG FEST on a sliding scale over the next two financial years, subject to detailed consideration as part of the Annual Budget development process, as follows: $10,000 for financial year 2025/2026 $5,000 for financial year 2026/2027 5. That Council reiterates that future funding allocations beyond the current financial year are subject to confirmation during the annual budget development process and may be adjusted or not allocated based on financial priorities and operational requirements at the time.

That the Review of the Basis of Rating Consultation Paper provided by UHY Haines Norton accurately captures the discussions that took place at the 2 Rating Review workshops attended by Elected Members. 2. That the proposed changes on which to consult include the following: 3.1. Increase the Differential for Vacant Land to 200% compared to the Rate in the Dollar (RID) for Residential properties. 3.2. Increase the Differential for Commercial Other and Industry Other properties to 135% compared to the RID for Residential properties. 3.3. Introduce a Waste Charge to cover the costs of collection and treatment of waste. The costs for waste (approximately $1.2 million) would be removed from the total rates required and charged separately. 3.4. Introduce the application of a Fixed charge of $200 per rateable property, to replace the Minimum rates charge. 4. That the Rates Review – For Consultation report be updated by the consultant to align with the revised positions outlined in Recommendation 3.1 to 3.4 and based on those changes it is endorsed for public consultation as per the Community Engagement Plan, subject to any further minor administrative amendments, with the consultation period to be held over the period Thursday 27 November 2025 to Tuesday 17 February 2026.
1. That Administration prepare a business case to introduce township-based Christmas decorations starting in 2026 and continuing annually. The business case should include: • Scope of Decorations: Options for festive displays, from a single focal point (e.g. Village Green) to installations across multiple township locations. • Budget Requirements: Estimated costs for purchasing, installing, maintaining and storing decorations for reuse in future years. • Community Impact: How decorations can enhance the festive atmosphere, foster community engagement, and support local businesses. The findings should be presented to Council for consideration prior to the budget process, with the aim of implementing a sustainable and visually appealing Christmas decoration program from 2026 onwards.
That Council keep the Myponga community informed on any responses from the Department of Infrastructure & Transport regarding any safety or aesthetic enhancements at the intersection of South and Pages Flat Roads.
1. That the Chief Executive Officer Performance & Remuneration Review Committee Membership Report be received. 2. That Council appoints Cr Gibbs to the Chief Executive Officer Performance and Renumeration Review Committee for the remainder of the term of the current Council.
That Council receives the Draft Annual Business Plan and Budget 2025-26 and Long-Term Financial Plan 2025-35 for Community Consultation report. That Council confirms that following six (6) dedicated budget workshops and discussions regarding Council's financial position, the draft 2025/26 Annual Business Plan and Budget supports the following: Reduction in the level of capital investment while undertaking revisions of data to inform improved Asset Management Planning; A principal of annual sustainability that sees Council's plan to include operating within its financial means in 2025-26 without increasing the level of borrowing; and The inclusion of 6.4% total rate revenue increase, $1,200 minimum rate, 20% Rebate – Capping. That Council supports the revised schedule of 2025-26 Fees and Charges for inclusion in the Draft Annual Business Plan and Budget 2025-26. That the Draft Annual Business Plan and Budget 2025-26 (refer Attachment C) and Draft Long-Term Financial Plan (refer Attachment D) be endorsed for public consultation, subject to minor administrative amendments, which will be held over the period Thursday 24 April 2025 to Tuesday 22 May 2025. That the Consultation will be carried out as set out in the Engagement Plan shown in Attachments A & B of this report. That the Public Consultation meetings be held as follows; Tuesday 29 April 2025 – Drop-In Session to be held at Yankalilla Library and Cultural Centre, Wednesday 14 May 2025 – Drop-in Session to be held at Second Valley Soldiers' Memorial Hall, Tuesday 20 May 2025 – Public Meeting to be held in Council Chambers. In line with the adopted 2025-26 Annual Business Plan & Long-Term Financial Plan Timetable, following the consultation period the following is proposed (in order): Special Audit & Risk Committee Meeting to consider the revised 2025-26 Annual Business Plan & Budget and Long-Term Financial Plan including results of Community Consultation and make recommendation to Council. (Provisionally scheduled for: Monday 2 June 2025 – 9:30am), Final Elected Member Budget Workshop to discuss the results of the Community Consultation and how the results / feedback have been incorporated into the Budget and Long-Term Financial Plan and Presentation of the Final Draft Annual Business Plan & Budget and Long-Term Financial Plan and Rate Scenarios. (Provisionally scheduled for Tuesday 3 June 2025 12pm - 2:30pm), Special Council Meeting to adopt the Final Draft Annual Business Plan & Budget and Long-Term Financial Plan including results of Community Consultation and any amendments triggered by that process. (Provisionally scheduled for Tuesday 24 June 2025)
The motion includes all 3 points: 1. That Council receives the Fleurieu Peninsula Tourism Agreement report. 2. That Council endorse the partnership agreement with Fleurieu Peninsula Tourism (as provided in Attachment A) in partnership with Alexandrina Council, City of Onkaparinga and City of Victor Harbor for a period of two years, commencing on 1 July 2025, inclusive of exit provisions pending the formation of a new regional tourism structure. 3. That the Chief Executive Officer be authorised to execute and administer the Agreement on behalf of Council.
The motion (as varied) includes all points: 1. That Council acknowledges the forecast 8.3% rate revenue increase in 2026-27, as outlined in the Long-Term Financial Plan, requires focused attention throughout the financial year to minimise this rate increase. Council also recognises that rate increases are only one of several levers available to reduce the operating deficit. Other strategies include reducing operating expenditure and increasing alternative revenue sources. Council's goal is to achieve an Operating Surplus Ratio of 0% or better (i.e. to be in surplus) in the 2026-27 financial year. 2. That throughout the 2025-26 financial year Council acknowledges it will develop a series of Organisational Improvements focusing on Council's financial sustainability that may include but not be limited to the following: Improved operational efficiencies Reduction in discretionary service provision with a review of non-core service delivery to arrive at acceptable and affordable services Rate review to evaluate opportunities to ensure fairness and equity across the District ratepayers Reduction in debt by lease or sale of surplus, unused or under-utilised assets Increase in, and development of, other revenue opportunities Updated Asset Management Planning and asset service delivery, linked to financial planning.
The motion includes all 8 points: 1. That Council receives the Proposed Bungala Reserve Dog Park - Agreement Report. 2. That Council acknowledges that a number of paragraphs within the report, including options which would see Council incur ongoing insurance and maintenance costs do not align with Council's previous resolution of 18 February 2025. 3. That Council endorses the continued development of the proposed dog park at Bungala Reserve in partnership with the Friends of Normanville / Yankalilla Dog Park Committee. 4. That Council resolves to enter into an in-principle agreement with the Committee that outlines the general terms and understanding between parties during negotiations and to draft a Memorandum of Understanding (MoU). 5. That Council instructs the Chief Executive Officer (or appropriate delegate) to commence the preparation of a MoU (through engagement of legal counsel at Council's cost) which provides clarity on the Council's and the Committee's role in; initial site development, ongoing maintenance, future improvements, asset ownership, insurance and various other elements noting that Council's position is that the initial development and ongoing care of assets are to be at no cost to Council. 6. That the MoU be returned to Council for consideration and endorsement prior to execution. 7. That Council applauds the Committee's progress to date, including fundraising activities, draft design plans, and infrastructure proposals as outlined in Attachments A–E. 8. That Council formally expresses support for the Committee's efforts to seek external funding for the proposed accessible ramp, noting engineering advice and planning approval will be required prior to construction.

That by the end of the Financial Year 2025-2026, Council initiates and establishes the process of producing audio or audio/visual recordings of all Ordinary and Special Council Meetings held in the Council Chambers at 1 Charles Street, Yankalilla SA 5203; and 2. Publishes the recordings as soon as practicable following the conclusion of the Council meeting date for the public's reference; and 3. Ensures the meeting recordings will be retained for public access for an appropriate period, or as required by legislation; and 4. Develops a policy to provide guidelines for the recording of Council meetings in regard to the appropriate creation, broadcast, storage, usage, access and disposal of such recordings.
1. That Council receives the Disability Parking Review Update Report. 2. That Council provides support for the development of Disability Access and Inclusion Plan which includes a review of disability parking arrangements, in both private and public areas, providing a plan outlining those disability parking spots that need to be updated, and recommendations on of additional or new disability parking where required. 3. That Council investigate and negotiate to have an extra disability carpark placed at or near the Andrews Avenue, Normanville Chemist (for access to the Chemist).

That Council confirms that following three (3) dedicated budget workshops and discussion regarding Council's financial position, review by the Audit & Risk Committee, and a further discussion at the May Elected Member Information & Briefing session in May, the Revised Draft 2024-25 Annual Business Plan and Budget and Long-Term Financial Plan supports the following: a. reduction in the level of capital investment when compared to the prior three budget periods; b. a principal of sustainability that sees Council's commitment to operating within its financial means by FY 2027-28 without increasing the overall level of borrowing except where necessary for timing of cash flow management; and c. the inclusion of i. 7.6% total rate revenue increase ii. $1,100 minimum rate iii. 20% Rebate – capping 4. That the Revised Draft 2024-25 Annual Business Plan and Budget and draft Long-Term Financial Plan (Refer Attachment C) be endorsed for public consultation, subject to minor administrative amendments, noting that $100K in savings has been proposed in the Operating Projects lists as compared with the previous adopted Draft (in line with Audit & Risk Committee recommendation) to cover a number of required additional projects. The public consultation period will be held over the required 21-day period from 17 May 2024 to 11 June 2024. 5. That the Consultation will be carried out as set out in the Revised Engagement Plan shown in Attachments A and B of this report. 6. That the Public Consultation meetings be held at: a. Focussing on long-term success - drop-in style Q&A conversations Tuesday, 28 May 2024, 4-7pm at Second Valley Hall b. The Year Ahead: An Online Community Conversation Monday, 3 June 2024, 5:30-7pm held online via Zoom c. Following the consultation period, a separate Workshop discussion will be held with the Elected Members to consider the consultation feedback before a final updated version of the Annual Business Plan and Budget, and Long-Term Financial Plan will be presented to Council's Special Meeting provisionally to be scheduled on 25 June 2024. 8. Further, that Council confirms its support for the Chief Executive Officer to schedule quarterly Strategic Finance Workshops with Elected Members to raise the status and broad focus on achieving a long term financially sustainable position for its community. 9. That a media release be distributed so as to draw attention to and explain the need for the change in approach and the updated position of the Draft Annual Business Plan & Budget and Long-term Financial Plan.
